"It's unacceptable to think" - Bush

That would make great shirts/bumper stickers.

What you don't understand is that Bush believes what he says, and has deceived himself. His anger at Powell is visceral, towards a team player who is now a turncoat. Bush's reality is almost vacuum-sealed, so to expect or request an apology shows one doesn't have a good grasp of Bush - even when the request is perfectly appropriate.

He is the perfect sock puppet for the parasitic worms who are infesting the country through his administration, and who can't possibly believe the words they say - like Cheney, who says if we had a do over in Iraq we'd do it all over again the same way. They'd love to be right of course, but in the meanwhile there are races to win and a federal treasury to bilk. For them, continuing to claim they are right is chiefly a matter of expediency.
