Honest question: When the NSC was sending emails to Bush, is it at least possible that Cheney was reading those emails with Bush's permission? We all know Dubya likes to delegate. How unlikely is it that he said at some point, "Dick, you sort through all my emails and tell me what you think I need to know."

I'm not saying that's the best way to run things, but it would mean that Cheney wasn't some sort of rogue VP.

Except his staff wasn't sorting through Bush's emails (and somehow I suspect he'd be delegating that task to someone lower down the totem pole than Cheney in any event), they were reading internal NSC emails without authorization. The NSC folks stopped using the email system when they found out it was happening, according to Wilkerson. That isn't really congruent with a "filtering" task, but with being spied upon.
