I live in Clay county, and Charley certainly did not go through Clay or Duval (Jacksonville) counties, and in fact went through Orange (Orlando) and Volusia (Daytona Beach), which are both Blue counties. Come to think of it, I thought Duval was a blue county itself. Too lazy to look that one up. :)
